Technical Scientific Committee



 
The Technical Scientific Committee started to work already in January the 26th: after the first day of work a first official meeting (in videoconference)  has been planned between the end of March and the beginning of April.
The Committee drafted a list of questions concerning specific topics pertaining to the research activity carried out in IZSLER:
 
1. The infrastructure underlying each of the 7 investigation areas (number of scientists, technicians, funds) in the last 2-3 years.
2. The number of man/months employed in the same period in each of the 7 areas.
3. The kind of scientists employed in each of the areas in the same period (scholarship holders, PhD students, temporary personnel) 
4. With regard to each EU research project, funding allocated to the IZSLER unit should be specified.
5. The organizational layout of IZSLER should be offset against its functional layout (in practice, which departments/laboratories concur to which areas of scientific investigation).
6. Which type of  report describes the overall activity (diagnosis, services, consultancy and research) of IZSLER ? The general form (index of chapters) of the annual report to the Ministry of Health  should be provided
7. An explanation (if known) should be provided for the abrupt decrease of research funds occorred in 2005.
8. How are IZSLER scientists evaluated ? Which evaluation scheme is applied ? The evaluation of research skill/performance is deemed as an important/fundamental/negligible evaluation parameter ? Are salary and career incentives set at the same level for  IZSLER employees operating in the diagnostic and research fields, respectively ?
9. How many PhD students attend or attended IZSLER laboratories ? Are there specific recruitment schemes ? Contracts or agreements with Faculties ?
10. Are PhD graduates allowed to be hired as IZSLER employees ?
11. To what extent are the Veterinary Faculties allowed to get access to the same sources of funding exploited by IZSLER (and vice-versa) ?
12. For each approved project the output should be specified: number and type of publications to be associated to the level of funding and the personnel (number and type) employed. 
13. Are there minimum legal requirements concerning the extent and the quality features of IZSLER research activities, as well as the ratio between diagnostic and research activities ?
14. Some explanations (in order of priority) should be put forward for the reduced number of EU projects IZSLER is involved in (lack of infrastructure, poor propensity for applying, high rejection rate, etc.).
15. Are "shared costs" projects a substantial hurdle for IZSLER ? Is there an overall problem of relationship to both national and European companies ?
16. Is it possible to depict the ratio between national and European (international) projects approved of over the last years ?
17. How many stays of junior and senior IZSLER scientists abroad took place in the last 2-3 years ? How were they funded ?

The Managing of IZSLER started to find information required to draw the answers that will be drafted during a meeting with the Complex Structures managers. The drawn document will be sent to the Technical Scientific Committee and the answers will be published online, to guarantee the full transparency.
